Dr. Con Spirrison
Conrad Spirrison is the retired superintendent of Deer Park Consolidated School District #82 in Ottawa Illinois. Prior to that he served as Director of Speech and Language Services for the Peoria Public School. His career includes 38 years as a special education teacher and school administrator.
Conrad’s educational background includes a Master’s Degree in the Teaching of Reading and a Master’s and Ph.D. in Educational Administration.
As a special education teacher Conrad worked diligently with students and often with their parents in providing the experiences and learnings that would serve to enhance his student’s life experiences during and after their years attending school. As an administrator he worked closely with his students and their parents, his teachers and other faculty members, and with his school boards.
Conrad has been a long time executive board member of NCRBC, having joined the organization shortly after its inception. He was instrumental in organizing the well-attended Town Hall Meeting on Education in Mendota, chairing the NCRBC Educational Advocacy Committee, been active in many of NCRBC’s various programs and projects including organizing the Discover Manufacturing Expo, and served as vice-president for many years before becoming the NCRBC’s president.
Now retired, Conrad is a member of several organizations besides NCRBC which are involved with the betterment of our community in various ways. He is a member of the school superintendent’s organizations Visions On Issues and Choice in Education (VOICE) and the Illinois Association of School Administrators (IASA) Starved Rock Region. As a member of the LaSalle County Retired Teachers Association (LSCRTA) he serves as chairman of the publicity committee, webmaster, and other assorted functions.
The core of Conrad’s life is his family. He and his wife, Sophia, enjoy and participate in the lives of their children and their many grandchildren. We are truly blessed!

Hobbies include collecting music, taking in live performances, computers, building digital home entertainment solutions, reading, and home improvement.

Patricia’s talent and passion is developing and implementing multi-sector collaboration, programs, and action plans to help increase the number of area adults with post-secondary degrees or industry credentials to 60% by 2025. She believes that a strong local economy will be achieved through collective dedicated efforts to increase regional levels of college and career readiness.
Patricia serves as an Officer/Director of the NCRBC Executive Board. In 2015, on behalf of NCRBC as the backbone organization, Patricia built a coalition of over 25 regional businesses, organizations and educational institutions and was instrumental in the North Central Illinois region being recognized as a 60 x 25 Network Leadership Community. She serves as Chair of the NCI 60 by 25 Network Committee and Co-Chair of the St. Margaret’s Healthcare 101 Expo, an initiative funded by a 60 by 25 Network sub-grant. Patricia was the first North Central Illinois Discover Manufacturing Career Expo Committee Chair (2013) and the motivating force behind the establishment of that program. Patricia also serves as Workforce Readiness Director on the Executive Board of Illinois Valley Society for Human Resource Management. She was a founding member of Starved Rock Advantage. Her prior community service includes being a 20-plus year member of Kiwanis, holding leadership positions at the local, division, and district levels and being a member of the LaSalle MAPPING Committee.
Patricia is a multi-million dollar producing residential and commercial real estate broker with Executive Realty Group. She serves the real estate needs of buyers, sellers, and investors in LaSalle, Bureau, and Putnam counties and offers local expertise in the real estate market tailored to meet her client’s requirements. She has a Bachelor of Science Degree in Business Administration from Franklin University.
Dr. Chithambarathanu Pillai
Dr. C. G. Pillai has recently retired from his position as Director of Corporate Regulatory Compliance at Carus Corporation after 29 years of service. He has a Ph.D. degree in Chemistry and 20+ years of experience and expertise in Global Chemical, Environmental, Chemical Safety, Security & Transportation Regulations, Responsible Care®, new product and process invention and development, and change management.
His significant achievements include the successful R&D and commercialization of several new products. After transitioning to regulatory role in 2000, he has implemented the environmental management system and led in the implementation of the Responsible Care Management System and certification at Carus sites. Carus sites had zero environmental reportable incidents since 2000. Most recently he is the leader in the implementation of Global Harmonized System and REACH regulatory requirements. .
He has five US patents and over 15 publications in referred international journals. He has given numerous presentations in national meetings and is the invited speaker at American Chemistry Council’s three national Responsible Care conferences.
He is passionate about improving the education of our children and is elected as a School Board Member, Peru School District #124 in 2005 & reelected in 2009 & 2013. He strongly believes that a great education is a great equalizer and is the main vehicle for economic advancement. Other offices he holds are Founder Board Member, Peru Education Foundation, Member, Little Vermilion Watershed Committee, LaSalle/Peru/Utica Community Advisory Panel Founder Board Member, North Central Regional Betterment Coalition and Member, LaSalle Rotary.
Dr. Pillai is married to Vasuki for 38 years and has three daughters and two grandchildren.

Steve Seaborn, originally from Marseilles, lives with his wife, Jan, across the river in Peru. They have four children and seven grandchildren. Steve is a retired engineer from Exelon and Jan is a retired Social Worker from St. Margaret’s. Steve enjoys many pursuits including storytelling, gardening, singing, and metal sculpture.
Engineering Manager, Carus Corporation
Ralph Moshage is the Engineering Manager for Carus Corporation in Peru, IL (www.caruscorporation.com). He is responsible for developing and implementing Capital projects for Carus, providing technical support to all Carus manufacturing sites, developing and managing the Corporate Capital budget, and he directly supervises Carus’ LaSalle Site Engineering and Headquarters Building Maintenance staff.
Ralph has served as Operations Manager for the Carus Nalon Potassium Permanganate manufacturing facility in Oviedo, Spain and has designed and built two small manufacturing facilities in China.
Prior to joining Carus, Ralph worked for the US Army Corps of Engineers Construction Engineering Research Laboratory (USACERL) in Champaign, IL. At USACERL he was Acting Chief of the Industrial Operations Division, focused on the development and implementation of advanced manufacturing and environmental technologies for Army manufacturing facilities. He was also a Principal Investigator for the Fuels and Power Systems Team, responsible for the development and implementation of advanced military installation energy system technologies.
Ralph is a Returned Peace Corps Volunteer, serving in Kumasi, Ghana, West Africa with the Technology Consultancy Center (TCC) in the early 1980s. With the TCC, he developed and introduced small scale ferrous foundry operations technology at the Suame Magazine, a light industrial area in Kumasi.
Ralph holds a Bachelor of Science in Mechanical Engineering from the University of Illinois in Urbana. He resides in Utica, IL with his wife and family. Ralph has been involved in Boy Scouts and local talent development activities for over 30 years.
